Hekdesh Tallitot that Synagogue Provides

Chapter Fourteen Al HaShulchan page 38-39

3. Concerning tallitot of Hekdesh, i.e. those which are placed in the synagogue as charity to provide the possibility of wearing a tallit to those who do not have one, one does recite the blessing over them even if one wears them to give the Priestly Blessing or to go up to the Reading of the Law.
